Current suicide policies in prisons were a result of the 2010 settlement with the Lewisburg Prison Project after a suicide in 2006.  It is believed that the Northumberland County Prison did not follow these policies when an inmate hung himself inside his cell on June 15, 2014.

He credits this change to improvements made following a lawsuit, including an increase in surveillance cameras. Sprout attributes many of the prison's problems to its outdated building.
